Consolidation looms as Indian cellcos resort to per-second billing

As western cellcos agonize over how to make profits from flat rate pricing and mobile broadband, spare a thought for Indian operators, whose latest challenge is being forced to adopt per-second billing, even as they gear up for investment in 3G spectrum and build-out, in the world's highest growth, but lowest ARPU, major market. Not only do carriers have to combine aggressive new build-out of 2G and 3G with crashing voice and data rates, but they are facing rising competition too, and many believe consolidation is the only way forward.
