Romania gears up for largest ever auction, and LTE
Regulator will release 2.6GHz and 800MHz spectrum, but also refarming GSM bands to add coverage

Romania's regulator Ancom has received five applications to participate in the country's largest ever spectrum auction. This will include bands normally used for GSM and for LTE, though there may be opportunities to refarm the former and create multiband 4G plans.
The spectrum on offer is in 800MHz, 900MHz, 1.8GHz and 2.6GHz. The sale should start on September 10 with final results likely to be announced the following month. If there is sufficient spectrum on offer to meet demand, the process will go straight to the assignment rounds during which the operators will bid for the positioning they wish in the bands.
Two types of licences will be awarded. Long term concessions will last from 2013 until 2029, while short term licences will be for just 15 months, until April 2014. The latter include 10 paired blocks of 2.5MHz\ in 900MHz, and six paired 5MHz blocks in 1.8GHz, resources which are currently used mainly by Orange and Vodafone.
The long term, 4G licences will include 42 paired blocks of 5MHz each, six in the 800MHz band, seven in 900MHz, 15 in 1.8GHz and 14 in 2.6GHz. There will also be three unpaired (TDD) blocks of 15MHz each in the 2.6GHz band.
Licences for a shorter period include 10 paired blocks of 2.5MHz in the 900MHz band and six paired blocks of 5MHz in the 1800MHz band, resources which are currently used mainly by Orange and Vodafone.
